You can create frame animation using Adobe Photoshop.
You can review documentation here. You'll use your Layers panel and the Timeline panel in addition to some other basic tools.
You'll need to open Photoshop and create a new document, size 7 x 7 inches, 300 ppi. Name it #_lastname_rotating sun animation.

Make sure you've saved it as a PSD file so that you can edit it later.
Export > Save for Web and choose GIF - this is the file you'll upload to your ePortfolio.
Next, you'll animate an image using Puppet Warp.
I searched for clipart to do this, but you can choose a photo. But your photo should have a transparent, or solid background otherwise it might distort it.
Here's some information to review regarding the Puppet Warp tool to help you with the options.

When you place your clipart in the document, you may need to resize the canvas or your image so that there is a little room around the edges to animate it.
